Fillmore City Building Permit Fees

A. BUILDING PERMIT FEES

1. Fees

The fees for building permits are based on cost of the project as outline
in the Uniform Building Code.

  • Total valuation up to $500
    • $16.00 for the first $500
  • Total valuation $501 to $2,000
    • $19.95 for first $500
    • $2.50 for each additional $100, or fraction thereof, up to $2,000
  • Total valuation $2,000 to $25,000
    • $58.85 for first $2,000
    • $11.90 for each additional $1,000, or fraction thereof, up to $25,000
  • Total valuation$25,001 to $50,000
    • $332.95 for first $25,000
    • $8.60 for each additional $1,000, or fraction thereof, up to $50,000
  • Total valuation $50,001 to $100,000
    • $547.20 for first $50,000
    • $5.95 for each additional $1,000, or fraction thereof, up to $100,000
  • Total valuation $100,001 and up
    • $844.65 for first $100,000
    • $4.76 for each additional $1,000, or fraction thereof

Plus 1% of entire amount for the state building permit fee surcharge.

Plan Review Fee:

Commercial – Max. 65% of building permit fee
Residential – Max. 40% of building permit fee

No plan review fee shall be charged for exterior surface modifications including stucco.

Roof Replacement Fees: (Res 16-12, 12/20/16)

  1. If shingles, possibly including felt underpayment (or equivalent), are removed and replaced, but wood or other support sheeting under the shingles does not need to be replaced the following fees shall apply:
    a. Replacement by a licensed contractor - $20.00 Fee
    b. Homeowner (or if allowed non-contractor) roof replacement where new shingles are placed over the top of old shingles - $20.00 Fee
    c. Homeowner (or if allowed non-contractor) roof replacement where old shingles are removed—Normal building permit fee (see above) is reduced by 60%. This requires more involvement in the roof replacement by the building inspector.
  2. If any wood sheeting or other support sheeting is replaced during roof replacement, but roof structure under the sheeting remains the same—Normal building permit fee (see above) is reduced by 60%.
  3. If roof structure is altered the normal building permit fee is required.

2. New Construction

Permits for new construction of Single-Family dwellings will be charged an additional inspection fee at the rate of $35 per inspections for those projects which exceed 20 inspections, which is the total allowed number of inspections. Occupancy Permits will not be issued until the additional inspection fees are paid by the applicant.

3. Placement fees

Placement fees for pre-built structures shall be:

  • Pre-built modular without a basement - $200
  • Pre-built modular residence with basement - $375
  • Pre-built awning, carport or storage building - $50
    In addition, the 1% state building permit fee surcharge will be assessed.

Existing structures that are not newly manufactured or are being remodeled and moved from one location to another are subject to building permit fees based on valuation and are not considered under this subsection.

4. Mechanical or Electrical Permit

  • Mechanical permit - $48 (If a mechanical installation requires construction or addition of ductwork, a construction permit is required).
  • Electrical upgrade permit - $90 (includes the charges from Flowell Electric).
    Plus 1% of entire amount for the state building permit fee surcharge.

5. Demolition Permit

Building Inspector - 1 visit $30
Each additional visit - $30
Permitee - remit landfill fee to Millard County

B. Governmental Waiver of Building Permit Fees

  1. Waiver – Government and other tax supported entities shall not be required to pay the fee for obtaining a building permit in Fillmore City. The entity shall be required to pay a permit fee if an outside inspection is required where Fillmore City is charged a fee. The entity shall pay whatever fee Fillmore City is charged. However, this does not exempt these entities from the requirement of having a permit in place prior to beginning any construction or remodeling (Fillmore City Code Chapter 17).
  2. Penalty – Any government or other tax supported entity which fails to secure a building permit before commencing work shall be assessed a penalty equal to the amount that would have been assessed had the fee not been waived.

C. Building Inspections

  1. Inspector - Fillmore City contracts with Sunrise Engineering for building inspection service. The inspector does not serve as a teacher or instructor on projects. The inspector's responsibilities are to inspect completed work and not any deficiencies and required corrections.
  2. Inspection Requests - Inspection requests must be made 24 hours in advance to Sunrise Engineering.

Zoning & Sign Fees

  • Zoning applications (general) $100

    (This one time CUP fee shall apply when inspections will be performed by the Building Inspector and/or Fire Department and the Planning Commission will be issuing the CUP.)
  • Administrative Conditional Use Permit - No Charge
  • Variance Request $50
  • Annexation $500
  • Freestanding signs up to 32 sq. ft. (4x8) $30
  • Freestanding signs in excess of 32 sq. ft. $30 + $1 per sq. ft. over 32 sq. ft.
  • Signs attached flush to a building $20
  • Subdivision application – Simple & Minor $50
  • Subdivision application – Major (10 or more lots) $100 + the hourly rate charged by the city engineer and other fees as charged by outside agencies for technical services.
